Oblak City is situated approximately 200 meters above sea level, on both banks of Kumobloha river's midstream. With an estimated growing population of about 8 million people residing in a total of 24 districts, it is one of the many flourishing miktiopolises on the planet.
1. King's Castle/Tzarskii zamok/Ou-sama no shiro/Königsschloss: Whilst still in the city, the Kumobloha river splits into two channels, which eventually come together before exiting the town, thus forming a large island. It is here that the first area, known as King's Castle, is located. This is a business and politics district only, where government buildings, main banks and offices, head hospital, media headquarters, expensive restaurants, the press and the police headquarters are. There is only one square, which surrounds the small Nova park. The Oblak City Metro crisscrosses the island twice, having only two stations there. With the river running from northwest to southeast, there are a total of four bridges, two on each side of the island, named Lion bridge, Imperial Dragon bridge, Eternal Freedom bridge and Qittah bridge. 2. United View/Obedinenui vzglyad/Vues Unis: On the other side of Eternal Freedom bridge is the mixed area, known as United Views or simply United. It's one of the first developed districts and was worked on by the Americans, Russians and French. For the most part it is also business-orientated, with office buildings at the river's side and apartment buildings towards the center and opposite end. It is directed towards the northeast, more east than north. Apartment cost is high, thus only the rich can afford living here. The majority of restaurants are French, Italian or South Korean and are always high-class. The United University of Business and Management is located here, as well as numerous of private schools. White Dove Hospital is located here, as well as several pharmacological laboratories. There are many malls and city centers. 3. Novobransk: A district entirely developed by Russia, located on the other side of Lion bridge. It is directed towards the northeast, more north than east, and is north of United, southeast of Cloudsdale. Business and administration-oriented for the most part, with plenty of hotels and vintage shops, Novobransk is also an expensive district, populated by mostly Russians, Germans and those of mixed heritage. There are a total of three libraries located here: Oblak Main Library, Library Edgar Allen Poe, Alexander Pushkin Library. Oblachnaya muzikalnaya shkola (Oblak's Musical university) is located here. Vasily Vereshchagin academy of fine arts is located here. Peretz radio tower is located here. 4. Zhōngguó chéng ( a.k.a. China Town ): A district on the other side of Imperial Dragon bridge, developed entirely by China. It is directed towards the west and neighbors Qamar and Rose Bleue to the south, West Eden to the north and to the west - Rollwind and Famoso. An area of heavy industustry and business, there are many factories by the river, whilst markets and restaurants dominate the inside. The streets, other than the main ones, are noticeably narrower, but set in a straight frame. The majority of the population is Chinese and Indian, living in small apartments on the higher floors of buildings, whilst shops and services are located on the lower storeys. 5. Qamar: A small area on the other side of Qittah bridge developed entirely by Qatar, directed towards the south. A business-orientated district with many hotels and and malls, the main objective is the development of the entertainment industry, mainly the one related to water. There are many water parks and single attractions on the outskirts of this rich area. Fountains are scattered everywhere and there is not a single building without some sort of pool. Qamar is known to be the cleanest area in Oblak City. Oblak City Central Zoo is located here as well as Mubarak Aquatic Stadium. |

6. Cloudsdale: A district entirely developed by the British, located along the Kumobloha river after Novobransk.
Business and administration-oriented for the most part, the majority of the business done here involves finances and stock exchange. There are also many textile companies here. Among the tall buildings there are many small coffee and tea shops, more than the restaurants and fast-food eating places. Isles park, a park made up of small islands in an artificial lake, is at the heart of this district. British Ferry Boat port is located here, which offers tours and transportation to King's Castle, Qamar, Shinsekai, West Eden and Rosetorn Hills. 7. Shinsekai: A district entirely developed by the Japanese, located along the Kumobloha river after Cloudsdale. It is houses many companies and crucial buildings, much like the rest by the river near King's Castle. The most attention is given to game centers, restaurants and confectionery shops. All of the malls in this area offer anime and manga products. There are Internet cafes here, which offer a small room to customers, where they can sit, relax and use either their own or a rented computer or laptop. These cafes have their own small libraries with most of the books being manga or light novels, as well as showers. There are also various hotels, from the incredibly expensive and spacious to capsule hotels. There is a small park at the north end of the district called Hachi Kaze park. At the northeast side of this district is Bunka university. 8. Norra Eis Track: Ofttimes simply called Net, this is a mixed zone that is greater in length than in space. It runs across both Cloudsdale and Novobransk's northern borders and was built with aid from Sweden, Germany and Britain. Mainly occupied by native English speakers, it is both a business and residential area. University of Law and Business is located here, as well as Vilhelm Moberg high school and Nietzsche Library. 9. Main Okrug: A mixed district to the north of Shinsekai, mainly considered a residential area with a short strip of tall business buildings on the border with the Japanese area. Not as expensive as the districts by the river, it is a place where many middle class families live. Open Mind university is located here, as well as Multilanguage school and John Atanasoff mathematics school 10. Östlich Solnechnii Oka: Commonly referred to as Oso, this is a mixed district between the suburbs and busy sky-scraping area, thus housing a bit of both. It was built with German, Russian and Japanese funds, yet the residents living here are from a wide variety of peoples. Most consider themselves "mixes", rather than people of a specific country or ethnicity. Towagoto Park is located here in the north of the zone. The project known as "Miktiopolis" began twenty years ago.
It presented the idea of creating cities on completely new foundations, rather than being laid atop the ruined or remodeling the old. They would incorporate within themselves all the modern methods of building, security, ventilation and sanitary control. Solar panels, "wind catchers" and other environmentally friendly generators of electricity, as well as rainwater collectors would be embedded into the structures. Enough space would be left for green patches and the natural land relief would be conserved. The presenters envisioned them to be the future utopias of mankind, a symbiosis between nature and technology, free of crime and violations, made for the people to be individuals, yet one.
What caught the eye of the world leaders at the conference, however, was the fact that, regardless of where they cities were build, they would belong to not one country, but to the world. There would be no need to change one's nationality or be granted citizenship, in order to work or simply stay there. No extra taxes for being a foreigner, because the word "foreigner" would not be valid. The miktiopolis would try again what many countries had failed in the past -
to bring the people together as one true whole.
Each city would have a mixed government. Half of it would be formed by "locals" and the other half would be formed by "ambassadors". One local and one ambassador would be the representatives of one country.
If a country wished to have a say in the development or governing of a miktiopolis, they would have to invest in it by directly contributing to the creation and advancement of the city. Either by building a new stadium or modeling a district, they would have to visibly aid the further improvement of the polis. Once this was done, the country would be granted the title of "shareholder" and their authority would increase the more they bestowed upon the city. Despite their influence, however, they would not be allowed to oppress any minority or majority of people that has or does not have representatives, nor would any country be allowed to take full control or dominate over the "locals".
A country, which could not afford to fund in any way the miktiopolis, could still have a local representative, so long as more than seven thousand people had taken up permanent residence there.
Despite the idealism that shined within the idea of the miktiopolis, the majority of the world leaders gave their approval.
Word spread quickly and the "Miktiopolis" project became the topic of critics, yet also the hope for a corner of peace in the restless world.
Twenty years later and most miktiopilises are far from the utopias they were dreamt up to be.
No barriers or detectors could halt the invasion of crime. Most of the ecologically friendly projects were indeed fulfilled, yet pollution persisted. And the people could not ultimately be forced to get along. A portion of the miktiopolises succeeded in creating an accepting environment, however, district specific for one nationality still existed and some cities resembled a miniature world map, rather than a united whole.
Humans continued being humans, despite the possibilities of a bright future.
